Soon, zone-based LED lighting system for all main roads, NH – Times of India

Thiruvananthapuram: In a move aimed at introducing an economical and hassle-free system for streetlight maintenance, the city corporation has decided to introduce zone-based LED street lighting system in highways, main roads and selected minor roads.
The civic body has called for an expressions of interest (EoI) from firms across India to take the maintenance and installation of streetlights for 10 years.
Over the years, the civic body has had to deal with allegations of corruption and delay in streetlight maintenance. The new system is being planned to resolve all such concerns regarding purchase and replacement of lights. Mobile-based complaint register system (mobile app) and centralized control and monitoring system would be the key features of the project.
As per the EoI document, the project will cover necessary maintenance, replacement of items, centralized control for turning on/off at stipulated time intervals, smart mechanisms to detect faults/non-working LED lighting system and mobile alert mechanisms for the general public to register complaints against improper working of street lighting system.
The model was successfully implemented in Kozhikode corporation. A fixed rate will be offered for maintenance and payment of electricity charges to the firm. Since LED lights are being introduced across the wards, power consumption will come down, which will reflect on power bills also.
“In Trivandrum, we will introduce the system in three zones. Either one firm can take up work in all the three zones or separate firms can go for different zones,” a corporation official said.
The civic body will furnish an inventory of streetlights and details of power charges being incurred every month to the firm. Corporation pays bills to KSEB under the Trivandrum division, Kazhakkoottam division and Neyyattinkara division. Monthly bills of each division range between Rs 29 and 30 lakh.
As per the condition, all assets of the LED system will be handed over to the civic body after 10 years of proper maintenance.
The corporation will provide a separate amount for the expenses towards installing streetlights in new roads and streets and for installing new streetlights after erecting poles for maintaining the required luminous level.
The information regarding complaint registration, complaint addressing and complaint settlement through conducting repair works at field will be passed to the officials of the corporation/KSEB through mobile alerts.
